According to the Black Desert Fansite the Open Beta dates are announced.

“The download date will start on the 10th of December, and you will be able to create your character from the 12th – 15th of December. A date for the release is not confirmed yet. The only thing we have heard from our partners was that the release will be few days later, and the characters won’t be deleted.”
